to implement the legislation in the absence of an appropriation.
Bill Analysis
This bill, if enacted, would increase the number of students eligible for full time courses through the state virtual school network by, allowing dependents of current military members in Texas to enroll full time into the virtual program. If the appropriate amount of funds are not allocated for this expansion, the agency may use existing funds to do so.
Vote Recommendation Notes
This bill would have the effect of expanding the state virtual school network to include children of current military members, allowing them to enroll full time. Because of the unique situation these children are in, it is likely appropriate for the expansion to be given. That being said, we believe all should have access to this service as part of educational freedom and choice for parents. For these reasons, we recommend the bill be amended to allow all students access to this program. We support the bill regardless of whether it is so amended.
