Relating to the opportunity of certain patriotic societies to present information regarding the society to public school students during regular school hours.
Bill Analysis
This bill, if enacted, would allow youth membership organizations that promote patriotism and civic involvement to promote their organization at public school campuses on one specified day at the beginning of the school year for up to ten minutes. The principal would have complete discretion over the specific date and time of the opportunity required to be provided under this section.
Vote Recommendation Notes
Allowing organizations to pitch membership to students does not violate our liberty principles and we remain neutral, however it is questionable whether this is a wise mandate for the state to place on local school districts. Any time that is devoted to this will necessarily be taken away from something else in the school day. Also, other groups will want to be extended this same privilege in the future and over time as more groups are added more time will be taken away from classroom teaching. While we remain neutral there are good reasons to question the wisdom of this policy proposal.
