The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

SB 533 would include the comptroller among the governmental officials who conduct quality assurance for state contracts and would shift the vendor pricing request requirements to higher amounts for one, three, and six vendor quotes. This bill would also require the provision of training for contract management staff on best practices and methodologies for information technology contracts.

Finally, SB 533 would establish a position in the comptroller's office for a chief procurement officer who would analyze purchasing data, provide training, provide functional support, review contracts, and provide leadership on procurement issues.

Vote Recommendation Notes

This bill supports the principle of limited government by increasing the accountability measures that would apply to state agency contracting with private entities. For this reason, we support SB 533.
