Bill Analysis
SB 415 would amend the Health and Safety Code to add that a person may not perform a dismemberment abortion unless necessary in a medical emergency. An offense committed by a physician would be a state jail felony.

This legislation deals with what we view as primarily a social issue. Texas Action does not make vote recommendations on social issues. For this reason we remain neutral on SB 415.
