Bill Analysis
This bill, if enacted, would prohibit schools from expelling students, or putting them in a disciplinary education program, if they are below the third grade..The bill would also require
schools to adopt positive behavior programs for certain students; provide training for certain
educators; and submit procedures detailing program implementation to the Texas Education
Agency.
Vote Recommendation Notes
Disciplinary requirement should largely be left to individual schools and school districts to determine, because there are few school districts that mirror each other. However it is within the authority of legislature to implement such a policy statewide even though there are foreseeable practical problems with the approach this bill takes. For this reason, we remain neutral.
