August 31, 2019, assuming that the Legislature makes a specific appropriation to implement
Education Code Section 29.259(d). That section of the bill does not take effect in the absence of
an appropriation.
Bill Analysis
Under current law, a charter granted under the existing adult education pilot program cannot conduct the program for more than 150 individuals. This bill would modify certain requirements of the charter granted under this program and a charter must be able to provide a plan of action to the commissioner concerning the adult education program, as well as remove the cap on enrollment. Additionally, it would repeal the reporting requirements of the charter to submit a report to the legislature.
Vote Recommendation Notes
This bill makes numerous procedural changes that have no substantive effect on our principles. Though it is worth noting that current law provides that this pilot program stipulates a charter may only be granted to one nonprofit entity. Such a provision does not provide equal access in our view and should be removed.
