Relating to the handgun proficiency required to obtain or renew a license to carry a handgun. 

Bill Analysis

Under current law, those seeking to obtain a license to carry a handgun must successfully complete two training sessions. The first session is classroom instruction and the second is on a shooting range where the applicant is expected to safely demonstrate proficiency with a handgun of .32 caliber or above. If this bill passes, the caliber of the gun will not matter as long as it is a handgun. 

Vote Recommendation Notes

This bill upholds our principles individual liberty and limited government because it would lessen the regulatory requirement for people to become licensed to exercise their constitutional rights under the 2nd Amendment. (Whether such rights should be required to be licensed in the first place is a separate conversation.) For removing a barrier to the exercise of a constitutional right, we support SB 263.
