Bill Caption
Relating to training for governmental entities and vendors, including purchasing and contract management training; authorizing fees.
Fiscal Notes
No significant fiscal implication to the State is anticipated.
Bill Analysis
Under current law, training by the comptroller is made available to employees who engage in contract negotiations with vendors. SB 255 would create new procedures and requirements for government workers involved in state contracting. This would include requiring training for personnel directly involved in negotiations for information technology resources; adding new requirements for the training of contract managers; adding a requirement for personnel training in certain educational institutions; consolidating all contract training into one level; and clarifying definitions in various sections of code.
Vote Recommendation Notes
SB 255 neither uplifts nor offends our liberty principles, therefore we remain neutral.
