Relating to the dissolution of a special utility district after the transfer of all obligations and services.

Bill Analysis

SB 248 would allow the board of directors of a special utility district to dissolve the district under certain circumstances. In order to dissolve the district, its assets, liabilities, and certificate of convenience and necessity must have previously been transferred to, or assumed by, another political subdivision. A two-thirds vote of the members of the board would be required and pending litigation must be resolved for dissolution to occur. 

Vote Recommendation Notes

Allowing for the dissolution of a governmental body and its duties to be absorbed into another would represent the streamlining of government functions making it more efficient. We believe this bill is in keeping with our limited government principle therefore we support SB 248.
