Bill Analysis
SB 2291 would create a new civilian award called the Texas Medal for the Defense of Freedom. The bill would authorize the Governor to adopt policies and regulate the awarding of the medal. Eligibility for the medal would be conferred on any civilian killed or wounded by hostile action while serving under the authority of the Texas Military Department under conditions for which a service member would be eligible for the Texas Purple Heart Medal.
