Relating to the sunset review date for the Cancer Prevention and
Research Institute of Texas and the time for awarding cancer
research and prevention grants.
Fiscal Notes
No significant fiscal implication to the State is anticipated through fiscal year 2020. However, beginning in fiscal year 2021, there is an estimated negative impact of $11,400,000 in General Revenue each fiscal year through fiscal year 2041 for additional debt service payments by the Texas Public Finance Authority.
Bill Analysis
Under current law, the Cancer Prevention and Research Institute of Texas, unless renewed in sunset review, will be abolished on September 1, 2021 and the CPRIT oversight committee may not award money after August 31, 2020. SB 224 would delay the sunset review of the CPRIT by two years (2023) and allow money to be awarded for two years beyond the current deadline (2022).
Vote Recommendation Notes
This bill would decrease the transparency of the CPRIT program by delaying its review and allowing the oversight committee to continue to award money. For this reason, we oppose SB 224.
