Bill Analysis

SB 2243 would make a procedural change with regard to director elections and clarify other language related to the powers and duties of the West Travis County Municipal Utility District No. 3. It would also prohibit this MUD from creating a toll road.

Vote Recommendation Notes

Due to the limited local nature of this bill and the unique role municipal utility districts play in allowing development to take place in a way that makes the users of the service responsible for the cost of that development we are neutral on this legislation. We do recommend that MUDs be subject to sunset provisions so they do not operate in perpetuity.
