Bill Analysis
This bill would establish a procedure by which the Legislature would appoint delegates for Texas in a constitutional convention of the states as well as limitations on delegates and procedures by which the legislature could recall delegates who violate those limitations.
Vote Recommendation Notes
Although a constitutional convention of the states would be a good way to check the power of the federal government and restore powers to the states, this bill merely establishes the procedure for appointing delegates and lays out limitations on the delegates, and does not call for the convention itself. It is therefore a procedural bill without a direct connection to our liberty principles, and we remain neutral.
To be clear, we support SJR 2 which is an application to the United States Congress to call an Article V convention of the states.
