Estimated Two-year Net Impact to General Revenue Related Funds for SB 2188, Committee Report 1st House, Substituted: a negative impact of ($7,015,666) through the biennium ending August 31, 2019, assuming the agency implements the program. The agency is not required to implement the legislation in the absence of an appropriation. 

Bill Analysis

SB 2188 would make those who are over 18 years of age, and are taught in an off campus instructional facility, considered full time students if they receive 20 hours of classroom contact a week, and part time, if they receive less than 20 but 10 or more hours of contact. The Texas Education Agency is not required to implement the legislation in the absence of an appropriation. 


Vote Recommendation Notes

It seems as though this bill represents an attempt to increasing a school district's budget through this contact hours rule for making students, who are using minimal on-campus facilities, into full time equivalent students. However, it is within the powers of the state to regulate what is considered part of the various formulas that fund education. Acknowledging this, we remain neutral.
