SB 2179 would establish a definition of "fronting insurer" and exempt a farm mutual insurance company, that is not a fronting insurer, from paying property and casualty insurance premium taxes.

Vote Recommendation Notes

This bill attempts to address the problem of insurance companies using a farm mutual as a fronting company to take advantage of the benefits afforded farm mutual companies. By adding clarifying information on these benefits preventing abuse, this bill represents a largely procedural change which neither uplifts nor offends our principles, therefore we remain neutral.
