Bill Analysis

SB 2141 would mandate that those representing special education students in due process proceedings agree to a voluntary code of ethics and other rules for representing special needs students.

Vote Recommendation Notes

This bill is aimed at protecting those students who are the subject of a special education due process hearing, which is a goal we support. However, this bill would be an increase in the burdens on those who represent these students, and it is counter intuitive to mandate someone adhere to a voluntary code of ethics. For these conflicting reasons, we remain neutral.
