Bill Analysis
This bill would allow the all general academic teaching institutions in Texas, including the University of Texas at Austin, to reduce automatic admissions based on the Top 10 Percent Rule to 30% of all those they admit beginning in the 2021-2022 academic year.
Vote Recommendation Notes
The Top Ten Percent Rule is designed to reward children who have done objectively well in school while promoting diversity. However, the consequences of this law have tied the hands of our universities, restricting the means that they have to enroll other qualified students. Whenever government gets involved with feel good regulations such as this, the result is nearly always inefficiency and unintended consequences. For this reason, we support this bill in its effort to scale back the burdens imposed by this rule.
