From the LBB: a negative impact of ($338,700) through the biennium ending August 31, 2019.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill, assuming the agency implements the program. The agency is not required to implement the legislation in the absence of an appropriation.

Bill Analysis

SB 2094 would require the office of the governor to create a grant program for expenses incurred by a local law enforcement agency related to the attendance of a law enforcement officer in a training program operated by U.S. Immigration and Customs Enforcement. The grant would cover the salary of the officer while at training.

Vote Recommendation Notes

This bill violates our limited government principle by creating a new grant program to cover a federal responsibility. Given that immigration enforcement is a federal issue, it is the federal government's responsibility to adequately train local law enforcement and incur the related costs. For these reasons, we oppose SB 2094.
