No significant fiscal implication to the State is anticipated. 

Bill Analysis

SB 2086 would have the Texas Higher Education Board split the higher education institutions into regions, with one designated as a lead institution in the region. The purpose would be to facilitate the process of the transfer of students and the transfer of course credit from one university in the region to another. Trans-regional transfers will be handled by conforming to one common course numbering system for the transfer of credit.

Vote Recommendation Notes

Though this is likely to provide for the efficient and streamlined transfer of credits is of benefit to students it has no direct connection to our principles. Therefore, we remain neutral on SB 2086.
