Engrossed: a negative impact of ($28,000) through the biennium ending August 31, 2019.
The cost to General Revenue could be offset to the extent that the balance within General
Revenue-Dedicated Fair Defense Account No. 5073 is increased by a like amount resulting
in no cost to certification.
The bill would make no appropriation but could provide the legal basis for an appropriation of
funds to implement the provisions of the bill.
Bill Analysis
Under current law, after an individual has been convicted of a crime, they are required to pay certain court costs. Those court costs are ultimately allocated to certain accounts. If this bill passes, the comptroller will no longer distribute these funds to abused children’s counseling, or to comprehensive rehabilitation. Instead the money that would have gone into those accounts will be deposited into the fair defense account in addition to what that account is currently allocated.
