Bill Analysis

Under current law, the state evaluates candidates for low income housing tax credits based on a score system. SB 1990 would require the granting of credit to the five highest scoring developments per application cycle in a municipality with a population of 285,000 or more.

Vote Recommendation Notes

On principle we do not approve of the underlying program this legislation addresses. Using preferential tax treatment to manipulate the marketplace in housing or any other area is not the appropriate role for the government to play in the economy. However, this legislation merely tinkers with the terms of awarding preferential tax credits in this already existing program rather than creating a new program or expanding the size and cost of an existing program. For this reason we remain neutral on SB 1990.
