Bill Caption
Relating to a notification requirement if a public school, including an open-enrollment charter school, does not have a nurse, school counselor, or librarian assigned to the school during all instructional hours.
Fiscal Notes
No fiscal implication to the State is anticipated.
Bill Analysis
This bill would require all public schools, including charter schools, to mail parents or post on their website, a report that informs if it is the case that the school does not employ a full time nurse, counselor, or librarian. A school district qualifies as having a full time nurse, librarian, or school counselor if they employ more than one of either and regular student instruction is covered by the assignment of at least one at each position.
Vote Recommendation Notes
This bill imposes more regulation on the public education system, an action that we would usually be against. However, because this is something the legislature can address within its legitimate authority, we remain neutral.
