Bill Analysis

SB 1910 would amend the Government Code to require the Department of Information Resources to select a portion of submitted security plans by state agencies to be audited. Next, each state agency in the executive branch of state government that has on staff a chief information security officer or information security officer would be required to ensure that within the agency’s organizational structure the officer is independent from and not subordinate to the agency’s information technology operations. Finally, each agency that implements a website or mobile application that processes person or confidential information must submit a data security plan to the department and address any vulnerability.
