Bill Analysis

This bill would transfer the Office for the Prevention of Developmental Disabilities to the University of Texas at Austin rather than the Health and Human Services Commission and would rename it the Office For Healthy Children. 

Vote Recommendation Notes

As mentioned in the author's statement of intent, the Texas Office for Prevention of Developmental Disabilities (TOPDD) is scheduled to be eliminated on September 1, 2017 and its functions absorbed within HHSC. The purpose of this bill is to preserve the office and continue its function. We believe in eliminating duplicative or unnecessary government agencies so it is our view that instead of preserving this office, it should be allowed to expire. 

For these reasons, we oppose SB 1743.
