Relating to the reporting and disposition of certain state-owned real property.
Fiscal Notes
From the LBB: a negative impact of ($3,500,000) through the biennium ending
August 31, 2019, assuming the agency implements the program. The agency is not required to
implement the legislation in the absence of an appropriation.
The bill would make no appropriation but could provide the legal basis for an appropriation of
funds to implement the provisions of the bill.
Bill Analysis
SB 1729 would amend the Government Code to require the Texas Facilities Commission to establish and maintain a database for state-owned real property assets and that state agencies provide information on the assets. Next, after receiving
notice from a state agency of a planned sale, lease, or exchange of an asset, the commission
would submit to the state agency and governor a recommendation on
whether the property is suitable to meet an identified space need of
another state agency.
Vote Recommendation Notes
The creation of a database of state owned property assets neither uplifts or offends our liberty principles. However restricting the sale of property by one agency if said item can be used to fulfill the need of another agency does promote greater efficiency within government. We believe this bill would have a positive effect on our principle of limited government, therefore we support SB 1729.
