From the LBB: No significant fiscal implication to the State is anticipated. 

Bill Analysis

This bill would change the law to allow a person under 16 or 17 years old to marry if they have been granted a court order removing the disabilities of minority of the person for general purposes. The bill removes the provision allowing a parental consent to authorize the marriage of a minor. 

Vote Recommendation Notes

While this bill is a procedural bill dealing with the conditions under which a 16 or 17 year old may marry, it is likely sound public policy. Still, it has no bearing on our liberty principles so we remain neutral.
