Bill Analysis
SB 1665 would give the board of trustees of the Teacher Retirement System of Texas the authority to invest in any derivative instrument and any other instrument commonly used by institutional investors. The board may also delegate discretionary investment authority to external investment managers to manage no more than 30 percent of the retirement system’s assets.
