Bill Analysis

Senate bill 1658 would regulate the transfer, valuation, and remittance of closed charter school property. Property evaluated to be state property will be controlled in escrow by the comptroller, and charters that cease to operate will be able to transfer their property to other open enrollment charters if both parties agree to the transfer. The bill does not take effect unless the 85th Legislature makes a specific appropriation for the bill in the 2018-19 General Appropriations Act; this estimate assumes that will take place and the bill therefore takes effect.

Vote Recommendation Notes

Creating a process for charter schools to annex properties of old charters would allow smoother process for charters to gain property without much worry or unnecessary effort affirms our principle of limited government. For this reason, we support this bill.
