Estimated Two-year Net Impact to General Revenue Related
Funds for SB 1587, Committee Report 1st House, Substituted: an impact of $0
through the biennium ending August 31, 2019, assuming the agency implements the
program. The agency is not required to implement the legislation in the absence
of an appropriation.
The bill would make no appropriation but could provide the
legal basis for an appropriation of funds to implement the provisions of the
bill.
Bill Analysis
This bill would require that each public water system provide public schools with information relating to the location of lead service lines, and the school would be required to determine which of the school's buildings receive drinking water from those pipelines and provide the Health and Human Services Commission with that information. The bill would also require that public schools have periodic testing of the water supply for elevated lead levels. The schools under the section would be required to make all of this information available to the public. A biennial report from the commission to be submitted to the governor, lieutenant governor, speaker of the house, and each member of the legislature on each even-numbered year would be required.

Though these requirements seem unnecessary and will likely lead to greater administrative costs within public education, this is an area that falls within the legitimate authority of government to dictate, therefore we remain neutral on this legislation.
