Relating to a study by the Texas Water Development Board of water needs and availability in this state.

No significant fiscal implication to the State is anticipated.

Bill Analysis

SB 1525 would require the Texas Water Development Board to conduct a study related to water availability (including availability through desalinated seawater and brackish groundwater) and create a comprehensive water resources map. Results of the study would be sent to relevant legislative committees by December, 2018.

Vote Recommendation Notes

Water infrastructure and related projects are within the purview of the state of study. As new technology becomes more affordable and available it would be prudent for all levels of government responsible for water development to study its use and whether or not it is feasible to implement.

While we have no objection to the state directing an agency to study these items, we do want to provide one word of caution. As new projects such as desalination are being studied, we believe this needs to be done in such a manner that private property rights are taken into consideration and protected.

Because this bill has no direct effect on our principles, we remain neutral.
