Bill Analysis
SB 1406 would amend the Insurance Code to allow the Insurance Commissioner to apply to and negotiate with the U.S. Secretary of Health and Human Services to obtain a state innovation waiver for federal actuarial value and health plan coverage requirements on small employer health benefit plans.
Vote Recommendation Notes
This bill enhances our free market and limited government principles by taking a measure to decrease the burden of federal regulations on private small group health plans. It is not the role of government to regulate coverage offered by private insurers, therefore we support SB 1406.
