Bill Analysis

Under current law, tolling projects have the option to remedy habitual toll violators. Senate Bill 1386 is a local bill that would amend current Transportation Code by requiring Collin County to pursue habitual toll violators.

Vote Recommendation Notes

The authority to make administrative changes to the rules regulating state agencies is clearly within the legitimate responsibility of the government, however mandating that a county pursue habitual toll violators seems an unnecessary mandate. Because this is a local bill targeting those who have demonstrated a persistent disregard for the law, we remain neutral on SB 1386.
