Relating to the powers and duties of the Sabine-Neches Navigation District of Jefferson County.

Bill Analysis

SB 1361 is a local bill that would place preceding law in conflict with this act in prevailing order if the commission exercises a power authorized by an order or resolution. This bill would give the Sabine-Neches Navigation District powers to implement firefighting facilities and impose maintenance taxes. The authority and procedures to create a domestic entity would also be allowed. 

Vote Recommendation Notes

While this bill would modify and expand the authority of an existing special purpose district, due to the limited local nature of this bill and the unique role this district plays in allowing development to take place in a way that makes the users of the service responsible for the cost of that development, we are neutral on this legislation. We do recommend that this district be subject to sunset provisions so it does not operate in perpetuity.
