Relating to a required training course on human trafficking for commercial driver's license applicants.

Bill Analysis

SB 128 would require the Texas Higher Education Coordinating Board to by rule require each public junior college, career school, or college offering a commercial driver's license (CDL) training program to include as a part of that program education training on the recognition and prevention of human trafficking. The CDL knowledge test would be updated to include questions on the recognition and prevention of human trafficking. 

Vote Recommendation Notes

SB 128 would violate the principle of limited government by creating a new mandate on course curriculum offered at a private career school or college. It is not the state's responsibility to make such mandates on private institutions. For this reason we oppose SB 128.
