From the LBB: depending upon the level of anticipated future building, structure, or infrastructure construction, there could be an indeterminate fiscal impact to the state.

Bill Analysis

SB 1289 would amend the Government Code to add that the uniform conditions for a project in which iron or steel products will be used must require any iron or steel product in the project be produced in the United States, unless there is not a sufficient quantity, the cost is increased by 20% or more, or it is not in the public interest.  

Vote Recommendation Notes

Though we find that it is within the authority of the state to determine the conditions of government contracts, such restrictions as this bill proposes are likely to increase costs and decrease efficiencies. It is much more prudent for government to allow the competitive bidding process to work and seek to find the best product at the best process. For these reasons, we oppose SB 1289.
