certification for foster care youth and former foster care youth.

No significant fiscal implication to the State is anticipated.
Bill Analysis
This bill would require the Texas Education Agency to develop procedures for new schools regarding placement in courses of a student who is homeless or in substitute care and places the student in comparable courses at the new school. The Department of Family and Protective Services would be required to create a career development and education program to assist foster care and former foster care youth in getting a high school diploma or GED, industry certifications, and inform them of tuition and fee waivers for universities that are available to foster care and former foster care youth.
Vote Recommendation Notes
Seeing to the education opportunities of foster care youth, those in the charge of the state, is a legitimate function of government. The provisions of this bill do not appear to affect our liberty principles and we remain neutral.
