Relating to the suspension and reactivation of the operation of the Texas Health Reinsurance System.

Bill Analysis

SB 1171 would amend the Insurance Code to add that the Texas Health Reinsurance System may only operate during the period an order authorizing operation is in effect. The Commissioner would hold a hearing if there is a belief that small employer health benefit plan issuers are threatened with the inability to secure reinsurance or the commissioner receives a petition requesting a hearing by at least 15 small employer health benefit plan issuers. If after the hearing the commissioner determines that operation of the system is in the public interest, the commissioner must authorize the system.

Vote Recommendation Notes

This bill enhances our limited government principle by increasing efficiency of government through the suspending of operation of the Texas Health Reinsurance System when it is not needed. We support SB 1171.
