Bill Analysis

This bill would require an institution of higher education that completes preliminary planning for a new doctor of medicine or doctor of osteopathic medicine degree program to provide the Texas Higher Education Coordinating Board with a plan regarding the addition of first year residency positions that when combined with the total number of existing residency positions in the state, will be sufficient to accommodate the anticipated number of graduates, and to provide opportunity for the graduates to remain in Texas for the clinical portion of their education.

Vote Recommendation Notes

It has been an ongoing issue in Texas of graduating doctors from Texas universities and then them leaving the state for other residency programs outside the state. This effectively amounts to using state resources to train doctors we then export to other states and receive no benefit from from their services here. Texas needs to retain the doctors produced by its universities. Because this only affects public institutions it is within the legitimate authority of the state to impose these new requirements. While this is a legitimate function of government, and is likely good public policy, we see no connection to our liberty principles and remain neutral.
