Bill Analysis

This bill would allow students who repeated the ninth grade in 2011-2012 to take the SAT or the ACT as a secondary exit-level examination, in place of the TAKS test, to meet graduation requirements. The bill author's statement of intent provides useful background information as to the purpose of this legislation:

"A certain subset of students is unable to use the SAT or the ACT as a secondary exit-level test to receive a high school diploma, which compels the maintenance of the secondary exit-level test despite it having been replaced. S.B. 1005 seeks to address this issue by giving the commissioner of education the flexibility to designate an alternate test for these students, thus freeing the commissioner from having to maintain and administer the secondary exit-level test."

Vote Recommendation Notes

This bill supports individual liberty for the affected students by allowing them to use a nationally recognized test as a secondary exit-level assessment in order to satisfy graduation requirements. We support SB 1005.
