Fiscal Notes
From the LBB: Estimated Two-year Net Impact to General Revenue Related Funds for SB1001, As
Introduced: a negative impact of ($554,492) through the biennium ending August 31, 2019.
Additionally, there would be a negative impact to the Texas Mobility Fund of ($970,362) and to the
Clean Air Account of ($554,492) through the biennium ending August 31, 2019.
The bill would make no appropriation but could provide the legal basis for an appropriation of
funds to implement the provisions of the bill.
Bill Analysis
Under current law a trailer, semitrailer, pole trailer, or mobile home with a gross or registered weight of 4,500 pounds or less is exempt from the state safety inspection requirements. This bill would raise the weight threshold to 7,500 pounds. For those exempted vehicles weighing more than 4,500 pounds a fee of $7.50 would be imposed.
Vote Recommendation Notes
Even with the $7.50 fee, this bill would represent a scale back of one particular government requirement on trailer inspections. Any bill that scales back government involvement in peoples' lives is a positive step in limiting government. We support SB 1001.
