Proposing a constitutional amendment on professional sports team charitable foundations conducting charitable raffles.

Fiscal Notes

No fiscal implication to the State is anticipated, other than the cost of publication. The cost to the State for publication of the resolution is $114,369.

Bill Analysis

Under current law, professional sports team charitable foundations may conduct charitable raffles if it was defined as a professional sports team charitable foundation on January 1, 2016. HJR 100 would be on the November 7, 2017 ballot to apply charitable raffles law to any entity defined as a professional sports team charitable foundation no matter the date the entity was defined as such. 

Vote Recommendation Notes

This resolution supports our limited government and the free market principles by expanding (if approved by voters) the ability of charitable foundations connected to professional sports organizations to conduct charitable raffles to include those founded after January 1, 2016. We support HJR 100. Furthermore, we would support amending this to deregulate charitable raffles altogether. The state regulates this area far too much in our view.
