No significant fiscal implication to the State is anticipated.
Bill Analysis
This bill would allow public junior colleges that are located in a county with a population of 2.2
million or more and adjacent to a county with a population of more
than 600,000 to implement a degree program for early childhood education.

This bill is local in nature and pertains to what degree programs a public junior college may offer. This is within the legitimate role of the state to determine but does not affect our liberty principles and we remain neutral.
