require an operator of a correctional facility to comply with water
conservation measures.

Bill Analysis
Under current law, certain utilities are required to submit a water conservation plan to the Texas Water Development Board. HB 965 would allow such a utility to require a correctional facility to comply with the measures of the water conservation plan. A correctional facility would be able to obtain an exemption if a statement from the Department of Justice is submitted to the utility stating that the implementation of the measures would endanger health and safety or unreasonably increase the costs of operating the facility.
