From the LBB: a negative impact of ($26,844,000) through the biennium ending August 31, 2019 due to the money being deposited into the new Emergency Medical Air Transportation Account instead of the money going directly into GR.
The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.
Bill Analysis
HB 935 would establish the emergency medical air transportation account as a dedicated account in the General Revenue Fund to provide funding for emergency medical air transportation and reimbursements under the medical assistance program. Money would be appropriated from state traffic fines and interest from investments. The fund created is subject to the state constitutional spending cap.

This bill creates a new dedicated account in the General Revenue Fund for the purpose of funding for emergency medical air transportation. This fund is subject to constitutionally mandated spending caps. In our view this is simply a different mechanism to do something that is already being done. For these reasons we remain neutral.
