Bill Analysis
HB 915 would amend the Insurance Code to prohibit an insurer from delivering, issuing for delivery or renewing a named driver policy unless the named driver policy is an operator’s policy. An insurer may use a named driver exclusion if the exclusion specifically names each excluded driver and does not exclude a class of drivers.
Vote Recommendation Notes
This bill violates our free market and limited government by placing a new regulation automobile insurers by restricting named driver policies. It is not the role of government to regulate insurance offered by private insurers. For these reasons, we do not support HB 915.
