Fiscal Notes
Depending upon the number of entities that contract with or invest in companies that boycott Israel, there could be an indeterminate fiscal impact to the state.
Bill Analysis
HB 89 would amend the Government Code to prohibit any governmental entity from investing in a company that has boycotted business relations with the country of Israel. In addition, a governmental entity may not enter into a contract with a company unless the contract contains a written verification from the company that it does not boycott Israel and will not boycott Israel during the term of the contract.
Vote Recommendation Notes
While Texas Action supports Israel and its fight for liberty, the state has the authority to determine requirements for which entities it extends contracts to, therefore HB 89 has no connection to our liberty principles. We remain neutral.
