Bill Analysis
HB 846 would amend the Education Code to mandate that a public or private institution of higher education may not impose additional obligations or burdens concerning payment or registration on a student eligible for state and federal student financial assistance programs available to veterans or their family members that are not otherwise required by those programs. A public or private university would also be required to adopt a deferred payment policy if military related financial assistance is delayed.
Vote Recommendation Notes
The financial assistance programs this bill refers to are already in place. This bill does not expand them; it simply adds clarity to their implementation. Ultimately we oppose special preferential treatment for preferred classes of people, however, because this bill merely deals with the procedure of implementing an already existing preferential benefit we remain neutral.
