Bill Analysis

This bill would prohibit people from standing in a roadway in a way that could either impede traffic or that could cause injury to the person or the driver for any reason, unless the person was authorized to do so by law enforcement.

Vote Recommendation Notes

Impeding traffic by standing in a roadway for whatever reason is disruptive to the flow of traffic and a safety hazard for pedestrians and motorists alike and this is likely sound public policy. That being said, this bill does not have a direct impact on our liberty principles and we remain neutral.
