Bill Analysis
HB 787 authorizes the committee to use research and data on electromagnetic pulse threats
and cyber-security gathered by the Electric Power Research Institute. The bill authorizes the
committee to share its findings with any state agency it considers important to the security of the
electric grid or associated computer systems or networks and establishes that, to the extent
allowed by law, a state agency with which the committee shares information is encouraged to
implement any recommendations that the agency determines will improve the security of the state's electric grid or associated computer systems or networks.
Vote Recommendation Notes
The state has a legitimate interest in protecting the integrity of the electric grid. This study will help determine the best ways to harden the grid against a variety of potential attacks. This is consistent with the proper role of limited government and we support HB 787.
