From the LBB: Estimated Two-year Net Impact to General Revenue Related Funds for HB 6, Committee Report 1st House, Substituted: a negative impact of ($17,556,024) through the biennium ending August 31, 2019.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

HB 6 bill would make numerous substantive changes to convert the foster care system to a community based system. The provisions of this bill would improve the quality of care for children under the conservatorship of the state and lead to better outcomes for those children in the long run. 

Vote Recommendation Notes

The foster care system in Texas is currently in bad shape and in need of reform. This reform bill supports limited government by stepping away from a centralized, uniform approach to the foster care system and focusing on implementing a community-based system. 

The bill would heavily rely on single source continuum contractors to individualize different areas in the state with different needs with regard to foster care. The bill would establish provisions to keep these contractor accountable with the establishment of a contract and compliance division in order to maintain high quality services throughout the state. For limiting government by fixing a broken system and delivering on the state's obligations more effectively, more efficiently, and with greater accountability, we support HB 6.
